the story

How Horgan Ranch & Redwood Oaks came to be

Two governments share these streets. Redwood Oaks is one of Redwood City's 17 neighborhood associations. Just south of it, everything from Nimitz Avenue to the Atherton and Woodside town lines is unincorporated San Mateo County, even though the homes carry Redwood City 94061 addresses. Listing records call that county pocket Horgan Ranch, and public maps label it Sequoia Tract. Horgan Ranch is not a city neighborhood name, and we found no documented history behind it. Horgan Avenue, the nearby street that carries the name, is a few blocks north inside the city.

The clearest dated chapter is mid-century. Joseph Eichler's Atherwood tract, on Atherwood Avenue just south of Woodside Road, was released in November 1950, one of his first subdivisions, with designs by the architects Anshen & Allen and radiant heating, according to an Eichler history of those early tracts. On the county side, two listing records we read, on Country Lane and Helena Way, show single-family houses built in 1955 and 1961, both on public sewer.

County zoning maps put most of the pocket in an R-1 one-family district combined with an S-74 district, applied by a 2005 county ordinance. The corner around Churchill Avenue and Woodside High School is zoned R-E/S-11, a residential-estate district, the Alameda edge by Bonsen Court is R-1/S-9, and small commercial and multifamily zones line Woodside Road and parts of Sequoia and San Carlos avenues.

streets and homes

The streets and the houses

Redwood Oaks runs from Woodside Road southeast to El Camino Real and the county line, plus a strip between El Camino Real and the Caltrain tracks north of Northumberland Avenue that holds a shopping center. City zoning is a patchwork: about 28 percent of zoned land is R-2 (duplex) and about 29 percent single-family (R-1 and R-1-7), with R-3 and R-4 apartments and mixed-use corridor zoning along El Camino Real. Roble, Orchard, Carlos, Bonita and Chelsea Way mix single-family houses and duplexes; a local walking blog notes gated townhouse complexes off Kentfield Avenue built in the late 1980s, and apartment buildings line Woodside Road. A 2008 city historic-resources layer lists a designated house on Orchard Avenue.

Across Nimitz Avenue the grid continues as county land: Nimitz, Himmel, Montgomery, Hull, Cerrito, Santiago, Santa Clara, Sequoia, Beresford, Rutherford and West Selby, with Milton Street, Montwood Circle, Helena Way and Country Lane near the Atherton line and Bonsen Court below the Alameda. County zoning keeps them mainly single-family. Woodside High School fills the corner between the Alameda, Churchill Avenue and Woodside Road.

The city-county line is easy to miss on the ground. By Census boundaries, Atherwood Avenue, Cedarwood Way, Whitehall Lane and the streets north of them are city; Nimitz Avenue, Country Lane and everything south are county. Two exceptions: Jubilee Court and Gretel Court, just east of Woodside Road, are inside the city, and a local walking blog notes that one apartment building at Nimitz Avenue and Woodside Road is city land.

nerd notes

Buying or selling in Horgan Ranch & Redwood Oaks: what we check

Buying here

  • Confirm the jurisdiction first. South of Nimitz Avenue, homes are unincorporated county even with a Redwood City address, so zoning (mostly R-1/S-74), permits, ADU and SB 9 rules come from San Mateo County Planning and Building, not the city.
  • Ask which agencies provide sewer, water, fire and garbage service for the exact parcel. The two county-pocket listing records we read show public sewer, but confirm the provider before you plan an addition or a second unit.
  • Check for easements. The San Francisco Public Utilities Commission's pipelines run beneath Fleishman and Linden parks; read the title report for any lot near that corridor.
  • Atherwood Eichlers were built with radiant heating in the slab; have the system, the roof and any past remodels evaluated by someone who knows the type.
  • FEMA's 2019 map shows these blocks as Zone X (minimal flood hazard), and the 2025 state fire-hazard map copy hosted by the city shows no hazard zone here. Woodside Road and El Camino Real are busy state routes, so visit homes on or near them at rush hour.

Selling here

  • State the jurisdiction (city or unincorporated county) and the parcel's zoning plainly in the listing and disclosures; buyers will ask.
  • Pull permit history from the right office: county records for the Horgan Ranch blocks, city records for Redwood Oaks.
  • For Atherwood Eichlers, document the radiant heating, roof and any updates, and note the 1950 Anshen & Allen design.
  • Give straight-line distances to Woodside High, the Woodside Road shops and the Caltrain stations.
